“We will receive from the EU 7, 1 billion Euro”
The budgetary plan for European support in agriculture for Romania in the first seven years after the entrance in EU is estimated around 7,1 billion
Euro. This money will be spent according with National Development Plan (PNDR) due to period 2007-2013.
“The European money will be given for four development axis, but the money for the first year after cohesion- year 2007- witch concern rural development is about 698 millions euro.
There will be 17 rural development measures in 2007, some of them are similar with the SAPARD Program and others are new”.
The first development axis, will have the focus on founding and modernize farms, agricultural products management, support for small producing groups, rural infrastructure and farmer’s advising, will be given 45% from the whole sum for 2007-2013.
We estimate a support for 2.300 rural infrastructure projects (irrigation systems, roads trough farms, water supplies etc.), 16.000 agri farms, and support for 750 producer groups. The measure to help underdeveloped farms is in this group. They will receive each 1500 euro rep year, for three years, with the condition that a part of their production should be meant for the market. We estimate that around 85.000 farmers will be eligible for this kind of support.
For the second development axis (around 25% from the budget for 2007-2013), witch concern environment protection, will be financed some projects connected with ecological agriculture, support for farms placed in natural disabilities areas (mountain areas), but for wooding agricole fields projects and for degradated fields, also. The projections concern, for example, about 800.000 hectare field and agricole culture from mountains areas (witch will be supported with sums between 25 and 250 euro per hectare) or about 70.000 hectare witch will be wooded (with a media financing around 5.000 euro per wooded hectare).
The third development axis (about 22, 5% from the budget) refers to the rural development, by creating small enterprises in rural environment( about 30.000, according all the estimating, in the firs seven years after the cohesion), non-agricultural activities promoting in the country side( and agricultural tourism or skills- 17.000 beneficiaries with a 60.000 euro media per project), village renovation( around 1.200 villages, with a 900.000 euro media value per project, money given for schools, churches, villages centre renovations) or for protection of cultural rural Romanian environment value.
There is a fourth development axis. The LEADER program(2,5% from 2007-2013 budget), will be put in practice after 2007 and will address stronger cohesion to rural community, with the help of some investments, especially human resources from the country side.
Romania will finalize the Rural National Development Plan( 2007-2013) before the end of the present year and the European money will be spend for raise the living level and raise also the productivity from rural Romanian environment.
